Resumo:
Os comitês de bacias hidrográficas (CBHs) são importantes atores na promoção da gestão integrada de recursos hídricos, especialmente no âmbito local. Este estudo objetiva analisar as percepções dos membros dos CBHs do Oeste e Planalto de Santa Catarina acerca da gestão de águas que se estabelece no Estado. Para isso, um questionário dividido em três bloco: i) perfil e atuação dos membros respondentes, ii) nível de satisfação com o CBH e iii) análise da governança da água a partir das dimensões propostas por Camargos (2008) foi aplicado com 130 membros e analisados por meios de estatísticas descritiva e teste Qui-Quadrado de Pearson. Cinco hipóteses foram testadas e verificam a relação existente entre o perfil e a atuação dos membros com a o nível de satisfação com o CBH. Também, a partir da análise das quatro dimensões de governança da água de Camargos (2008) foi possível identificar as lacunas de governança da água presente nestes CBHs, conforme define a OCDE (2011). Os resultados confirmam as cinco hipóteses e revelam que o perfil e o tempo de atuação interferem na satisfação dos membros e representam um aspecto importante a ser compreendido na gestão. A análise das lacunas revelou a presença de lacunas de governança: a lacuna da responsabilidade, de informação, de administração e de objetivo. Tais resultados auxiliam a melhor compreender como se estruturam estes grupos, como ele é percebido pelos seus agentes de atuação e principalmente a partir da identificação das lacunas é possível propor ações de melhorias a gestão colaborativa. 

Abstract:
The river basin committees are an important player in the promotion of integrated water resources management, especially at the local level. This study aims to analyze the perceptions of the members of the West and West Planalto CBHs of Santa Catarina about the water management established in the State. For this, a questionnaire divided into three blocks: i) profile and performance of the responding members, ii) level of satisfaction with the CBH and iii) analysis of water governance based on the dimensions proposed by Camargos (2008) was applied to 130 members and analyzed by means of descriptive statistics and Pearson's Chi-Square test. Five hypotheses were tested and verify the relationship between the profile and the performance of members with the level of satisfaction with the CBH. Also, from the analysis of the four dimensions of water governance by Camargos (2008), it was possible to identify the water governance gaps present in these CBHs, as defined by the OECD (2011). The results confirm the five hypotheses and reveal that the profile and the time of work interfere in the satisfaction of the members and represent an important aspect to be understood in the management. The gap analysis revealed the presence of governance gaps: the accountability, information, management and purpose gap. Such results help to better understand how these groups are structured, how they are perceived by their agents and mainly from the identification of gaps it is possible to propose actions to improve collaborative management.
